The former vice president has not said he would be a candidate for the presidency in 2020. He’s scheduled to deliver the commencement address at the University of Delaware this spring.

In a tweet Saturday, Trump announced that Biden’s former campaign manager, John Kruger, would lead the effort to reform the criminal justice system, and Trump invited the former vice president to deliver the 2017 commencement address at the university, which draws about 800,000 undergraduate students to the state’s capital, Dover.

The president said Kruger would lead an “all hands, all hands” effort that involves state and federal officials, prosecutors, judges, police chiefs and others, and Trump said the issue of marijuana legalization and decriminalization will be a focal point of the address.

“I’m looking back to President Richard Nixon, who campaigned on the idea of ending the war on drugs,” Trump said, suggesting that the campaign to decriminalize drugs could be one of the big issues at the U.S. Naval Academy graduation.

Biden previously said he would not be running for president as an independent, and Trump invited him to deliver the commencement address at the University of Delaware this spring.

“I’ll be announcing something at that address that you’ll be very proud of,” Biden said in an interview with The New Yorker.

Biden has been publicly mulling a run for president since leaving office, and he even considered a run for the Senate in Delaware in 2004. The former vice president has been a vocal supporter of marijuana and decriminalization of the drug, calling for full legalization and reparations for African Americans who were convicted for the “crime” of marijuana.

The issue of his possible plans for 2020 is still being discussed.
